This privacy policy is applicable to all natural persons who are registered Users of the www.bronline.eu (Website) and governs the principles of processing personal data. All Users grant their consent for the processing of personal data during the registration of their account (method of collecting personal data)

Here at Bronline we take your privacy seriously and will only use your personal information to administer your account and to provide the service you have requested from us.

  1. Personal Data
    1. The processor of your personal data is Bronline OÜ (Estonian registration number 11227793; located in Haapsalu mnt 11, 76102 Rummu borough, Harju county, Estonia; hereinafter Bronline).
    2. Bronline gathers the following personal information of the Members:
      1. name, telephone number, e-mail address; date of birth, home address.
  2. Purpose of the information collected, and Services utilized on the Website
    1. The Personal Information collected automatically by the site or entered voluntarily by the users is treated accordingly to the procedures listed here below.
    2. Bronline collects and processes data solely for providing electronic auction services on the Website.
    3. Bronline may use the personal data to resolve issues between the Members;
    4. Bronline may use the personal data to notify you of the updates to the Website;
    5.  Bronline will hold and process your personal data for the period your account on Website is activated
    6. Bronline will store your personal data safely for the period on 5 years after disabling your account on Website when you have participated in the online auctions and/or such participation and use of the Website has resulted with conclusion of sales or other contracts whatsoever.
  3. Disclosure of personal data to third parties
    1. The personal data of Members is disclosed between the Users in connection to the contractual relations resulted because of the User’s activity on the Website, in the case of any possible claims, disputes or other communication with relation to the objects sold during the electronic auctions conducted on the Website. In such case, personal data mentioned in section 1 will be transferred to the person who requested it from the Bronline.  
  4. Security and deletion of data
    1. All the personal data we process in the course of providing the Services is transferred and stored in the data centres located in the territories of a Member State of the European Union. Only authorised staff of Bronline and local service providers have access to the personal data (considering the exceptions stipulated in section 4) and they may access the data only for the purpose of resolving issues with the use of Website.
    2. If you would like to delete the personal data collected by us, you can do so by submitting a written request to our customer support. Because of that you will no longer be able to use the Website.
    3. After receiving the request, we will delete the account. Your personal data will be maintained as stipulated in section 2.
    4. All Members are responsible for submitting the correct personal information. If at any point you believe the information we process on you is incorrect you can request to see this information, and have it corrected or deleted. Bronline is not responsible for any damages in connection to the failure to provide correct personal data to Bronline before and during the use of the Website.
    5. If you wish to raise a complaint on how we have handled your personal data, you can contact us to have the matter investigated info@bronline.eu.
    6. If you are not satisfied with your response or believe we are processing your personal data not in accordance with the law or in contradiction with your personal rights, in particular if your personal data is inaccurate, you may lodge a complaint with an authority of the EU country of your habitual residence, place of work or place of the alleged infringement.   Can I withdraw from the transaction?
The transaction comes into force when the vehicle is physically delivered to the new owner and cannot be revoked.
  What does the pre-sales preparation entail?
After delivery of the vehicle to Bronline’s territory, the pre-sales preparation takes place. Our specialist performs an inspection of all vehicles during which the article is washed, photographed and described in a manner that an interested party obtains a realistic and objective image of what is being sold.
  When do I get paid?
Bronline transfers the sales proceeds immediately to the seller once the vehicle has been delivered to the buyer and the auction charge has been paid.
  How is Bronline’s service fee established and what does it include?
The service fee is a percentage of the final price which is agreed upon prior to putting the vehicle on sale. The fee covers the pre-sales preparation and inspection, consultations and sales process management (payments, contracts etc.).
  How likely is it that my vehicle will be sold at the desired price?
The sales success of the vehicle depends on the availability of similar articles on the market and the auction’s timing. The likelihood of sales is high, given that the auction price reflects a just price at the time of sale.
  Does repairing vehicle defects make sense?
All vehicles sold through Bronline pass an inspection after which we offer our final sales price. Should the vehicle’s condition be poorer than expected, it will impact the reserve price negatively. The seller must make the choice concerning repairs. Bronline describes all vehicles sold objectively. Bronline considers trust and the article’s real condition to be of prime importance.
  How to deliver the article to Bronline?
During the auction period the article is in Bronline’s possession to ensure that the condition of the article remains unchanged during the auction period. We are located in Estonia, Harju County, Rummu, Haapsalu maantee 11. The seller is solely responsible for delivering the article. Should the vehicle delivery not be possible on one’s own, contact us so we can make an offer for our best transportation solution.
  Does Bronline need to see the vehicle before stating the estimated sales price?
Usually the sales interest registration and following consultations provide sufficient info for establishing a reasonable minimal sales price (reserve price). Our evaluation is based on the assumption that the vehicle is in normal condition and equipped as described. All vehicles sold through Bronline pass an inspection after which we offer our final sales price. Should the vehicle’s condition be poorer than expected, it will impact the reserve price negatively. Likewise, a better condition will increase the reserve price.
  How do I know the value of my large-scale equipment or vehicle?
Bronline’s team has a long-term experience in selling trucks, cars, motorcycles as well as agricultural and construction equipment. We advise the seller regarding development of the assumed end price by making our own estimate. The estimate is based on our experience, collected statistics, prognosis and prices in similar sales environments.

It should be noted that special services may increase the likelihood of sales and the whole process can be followed by logging into our website.
  How does the inspection function?
All vehicles placed on Bronline public auctions pass through pre-sales preparation and control. The preparation, if necessary, includes washing the article as well as an inspection. The inspection involves a visual assessment of the article followed by ignition and a test drive. Bronline aims to objectively describe the condition of the vehicle’s that is for sale.   Is the auctioned article always sold?
The highest bidder wins the auction. The winner receives a confirmation e-mail and will be contacted for further details. The seller is under no obligation to sell the vehicle if in the course of the auction the reserve price is not reached. Should both parties still have an interest in conducting a transaction, Bronline will assist in establishing the best option. The sales advert will indicate the reaching of the reserve price.
  What if I do not sell my vehicle on the auction?
In the unlikely event that there is no offer sufficiently high for a sales transaction, the vehicle is returned to you at no additional cost.
  Can I sell the vehicle directly to the auctioneer?
Bronline may under certain conditions buy the article directly from the seller instead of placing the article on auction.

Buying from bronline

  What happens if problems become evident after the purchase?
If there are problems with the vehicle after purchase, contact our client services. All complaints must be presented in writing and therefore we ask that complaints are sent by e-mail to the address complaints@bronline.com. The complaint must contain the article’s vehicle identification number, registration number, exact problem description and explanation if attention was directed to the problem at the time of the article’s delivery. We are also interested in any other additional important info.
  Do sales prices include value added tax?
Information concerning value added tax is included with in each auction description.
  How do I know my offer has been received?
Each bidder receives a unique user code for the auction. The user sees the corresponding notification on the auction (e.g. you are Bidder no. 4). The bidding history is displayed to registered users logged into our website.
  How do I take delivery of the vehicle?
Taking delivery of the vehicle requires agreeing on a time of delivery or transport organisation.
  How do I know that nobody has increased the price artificially?
Bronline continually monitors auctions in progress. Monitoring protects the bidder and helps those who make unrealistic offers or accidentally insert an inaccurate offer. Those forfeiting Bronline’s rules are removed from the register and are banned from participating in the auction.
  How do I take delivery of the purchased vehicle?
Within 24 hours after the auction’s end we will contact the winner to agree on a time and manner for delivery of the article. If the winner wants the vehicle to be transported, we will organise transportation to the desired location. Delivery entails a separate additional fee, the amount of which depends on the article’s size and delivery address.
  How do I pay for the vehicle?
The most convenient payment method is by bank transfer based on the invoice issued by us.
  When must the auction fee be paid?
The auction fee must be paid only in the case of a successful auction.
  What if the article does not achieve the reserve price during the auction?
Winning the auction requires achieving the reserve price or the minimum level for a transaction to take place. If the reserve price is not achieved during the auction, the seller is not obligated to sell the vehicle or large-scale equipment. Should both parties still have an interest in making a transaction, then Bronline will assist in providing the best solution. The sales advert reflects the moment the reserve price is reached.
  What happens when the auction is over?
Within 24 hours after the end of the auction we will contact the winner to agree on a time and manner on how to take delivery of the article. Upon delivery, the article becomes the possession of the buyer. The seller is paid after the seller pays the commission fee.

Export

  Does Bronline facilitate for export purchases?
Yes, if not indicated otherwise. If export involves additional services (e.g. transit, numbers) we can help to organise the services with our partners at the best prices for Bronline clients.
  If I make a purchase for export from Bronline, must I pay value added tax?
If a vehicle is purchased for export and the buyer has valid VAT registration, the value added tax assessed is 0%. As a security measure and to avoid fraud, the buyer must transfer the value added tax amount as a deposit to Bronline. Once the vehicle has left Estonia and registered in another country, the deposit is returned.

General

  What is countdown?
All auctions have an end time. When the end time is reached and there are no offers within 3 minutes, the auction is over. If during the 3 minutes a new offer is made, the auction period is extended by an additional 3 minutes to give interested parties time to respond.
  How do I become a Bronline user?
Very simple – fill in the registration form and you are a user!
  How is the price established?
The Bronline motor vehicle auction portal permits establishing article prices under fair market conditions, where the seller receives the amount interested parties are ready to offer. The auction format is transparent and allows you to follow in real time how many bidders have participated in the auction and what offers they have made. Bronline specialists offer consultations to the seller to jointly establish the value of the specific large-scale equipment or vehicle based on which the estimated final price can be established. All auctions have an end time. When the end time is reached and there are no offers within 3 minutes, the auction is over. If during the 3 minutes a new offer is made, the auction period is extended by an additional 3 minutes to give interested parties time to respond.
